Abstract

Digital technologies are transforming the water sector, offering solutions to major resource challenges while increasing the need for robust cybersecurity. In response to rising cyber threats, U.S. federal initiatives like the Water and Wastewater Sector Action Plan are fostering collaboration to enhance threat detection and resilience. Given the diverse and resource-limited nature of many water utilities, a shared responsibility model is essential. This includes a multibarrier cybersecurity approach that distributes risk management across product makers, integrators, and utilities. By prioritizing continuous monitoring, secure deployment, and incident response, the water sector can better protect critical infrastructure while adapting to evolving digital risks.
